Plan, yetkinliklerin yaygınlaştırılmasından işlem gücü yatırımlarına uzanan 16 adımlık bir çerçeve sunuyor ancak sınırlı eğitim hedefleri, özel sektöre yönelik teşvik ihtiyacı, yönetişim ve çevre alanındaki boşluklar, planın geliştirilebilecek yönlerine işaret ediyor.
